I may just be late getting to this party, but has anyone noticed that Gary Hart not only has a blog, but he’s soliciting contributions as he “explores a run for the presidency“?

Yes, I read an article in the New Republic about some American students in Oxford who met Gary Hart while he was a visiting scholar at one of the Oxford colleges. Gary Hart became friends with these two students, and the students brainstormed the idea of Gary Hart running for president. From the account I read, it was really their idea — and they pitched it to him.
